Noembelu, who hails from Mexico, represents the month of November. She is one of the only Dolls whose origin is known: she is a member of the same Thunderfoot Native American tribe of fellow Street Fighter Thunder Hawk, and was presumably kidnapped at some point years after M. Bison killed T. Hawk's father and took over the tribal lands.
In her official art, Noembelu's weapons are shown to be twin tomahawks, which are tied to her wrists by long cords, presumably so that she can throw and retrieve them or perhaps swing them in arcs.
