Mamoru Chiba is a young college student living in Tokyo. He was orphaned in a car crash when he was very young and lives on his own, making quite a fine living despite this. He spends a lot of time hanging around with his friend Motoki, who works part-time as the manager of the Crown Arcade Center. As a result, he often finds himself running into the civilian identities of the Sailor Senshi, who frequently hang out there.
He is also the reincarnation of Endymion, Prince of Earth, who died tragically during the fall of the Moon Kingdom. Mamoru is unaware of his true nature. Whenever Sailor Moon is in danger, Mamoru changes into Tuxedo Kamen and rushes off to her rescue. During this time he is unable to remember who he really is, and when he transforms back to his civilian identity he is also unable to remember his adventures.
As Tuxedo Kamen, Mamoru has several superhuman abilites. Most notably, he can throw roses that seem to stun opponents they hit, are deadly sharp and have limited abilities to neutralize magical effects. He has also demonstrated the ability to engage in superhuman physical combat, though not at the level of a Ranma 1/2 character. He is demonstrably more powerful in this area than any of the inner Sailor Senshi, and prefers to use his magical extending cane like a sword in combat.
